An example from the question set

You run a small transport business and carry goods for customers who pay you. Your van has a permissible maximum weight of 3,100 kg, and you only drive in Norway. Do you need a licence?

No, a licence is only required for vehicles over 3,500 kg
Yes, a national van operating licence (nasjonalt varebilløyve), because the vehicle is over 2,500 kg
No, a licence is only required for transport abroad
Yes, but only if you have employees who drive
Explanation

Goods transport for payment requires a licence when the vehicle has a permissible maximum weight over 2,500 kg. For vans over 2,500 kg and up to 3,500 kg that only drive in Norway, the national van operating licence (nasjonalt varebilløyve) is the one that applies. Your 3,100 kg van falls within this, so you need a licence. Many people still think the limit is 3,500 kg, but it was lowered to 2,500 kg from 1 January 2026. The licence requirement also applies if you drive alone without employees.

Nice app that you learn easily from, much better than the crappy books from 2011 to put it that way.

Frequently asked questions

Who needs a national van operating licence?

From 1 January 2026, anyone who carries goods for payment within Norway with a van with a permissible maximum weight over 2,500 kg and up to 3,500 kg must have a national van operating licence (nasjonalt varebilløyve). You need one licence per van. If you only carry your own goods as part of another business, for example as a tradesperson, you do not need a licence.

Who must take the van operating licence exam?

It is the transport manager in the business who must have the professional competence. The requirement is met if the transport manager has passed the van operating licence exam at Statens vegvesen, has managed a transport undertaking with vans continuously for at least ten years before 1 January 2026, or already meets the competence requirement for a Community licence for goods.

How many questions are there, and how many errors am I allowed?

The van operating licence exam has 35 multiple-choice questions with one correct answer each. You must answer at least 30 of them correctly, so a maximum of 5 errors. You have up to 70 minutes. The exam is taken on a computer at a traffic station, by appointment. You get the result straight away, and the printout shows which topics you answered correctly and how many questions.

Is this the same as the goods licence exam or the professional driver qualification (YSK)?

No. The van operating licence exam covers national transport by van and is shorter than the exam for goods and passenger transport, which is required for heavy goods vehicles over 3,500 kg and for international transport by van. YSK is a qualification for the driver with a class C1 or C licence, not for the person who runs the business.

How much does the van operating licence exam cost?

Statens vegvesen charges a fee to sit the exam, and a separate fee to process the licence application. See the price list on vegvesen.no for current prices. In addition, the business must provide a guarantee from a bank or insurance company before it gets a licence.

Can I take the exam in a language other than Norwegian?

No. The questions are available in Bokmål and Nynorsk, and you cannot use an interpreter. You can ask to have the questions and answer options read aloud in Bokmål through headphones. Feel free to practise with the translation to help you understand the material, but make sure you know the Norwegian terms before the exam.
