Frequently asked questions

What does YSK mean, and who needs it?

YSK stands for "yrkessjåførkompetanse" (professional driver competence) and is required for anyone carrying goods for payment with class C1, C1E, C or CE. The requirement comes from the EEA rules — Directive (EU) 2022/2561, which replaced Directive 2003/59/EC — implemented in Norway via yrkessjåførforskriften (FOR-2008-04-16-362) under sections 24 and 29 of the Road Traffic Act. Once passed, code 95 is added to your licence. This also applies when it is your employer who is paid. Private driving does not require YSK, and there are a few exemptions, including police, fire and ambulance services, and tradespeople carrying their own equipment when driving is not their main job.

How many errors can you have on the YSK goods transport exam?

The basic exam has 50 questions and you can have a maximum of 8 errors. You need at least 42 of 50 correct to pass. That is the same threshold Statens vegvesen uses.

How long does the exam take and how many questions are there?

The YSK basic exam has 50 questions and you have 120 minutes at Statens vegvesen. Periodic training (etterutdanning) has no exam at all — it is approved on 100% attendance. The questions follow the V859 curriculum. The exam is only held in Norwegian, and you cannot use an interpreter. You may use a dictionary, and if you have reading and writing difficulties, you can apply to take the exam orally (see "tilrettelagt teoriprøve" on vegvesen.no).

Is the theory exam alone enough, or do I also need the YSK course?

No. In addition to passing the theory exam you must complete the initial qualification (grunnutdanning) at an approved training provider. It comes in two versions: the full 280-hour course, or the compressed 140-hour course. The choice decides your minimum ages — with 280 hours you may drive goods with C/CE from 18 and passengers with D/DE from 21, while 140 hours means 18 for C1/C1E, 21 for C/CE and D1/D1E and 23 for D/DE. You cannot sit the exam until the training is completed and registered. Later you renew your YSK with 35 hours of periodic training every five years.

How often must YSK be renewed?

YSK must be renewed every five years by completing 35 hours of periodic training (etterutdanning) across five modules at an approved training provider. There is no exam at the end of the course. You need 100% attendance, and the training must be completed within six months of starting it. If you do not renew in time, you lose the right to drive commercially until the course is completed.

How much does the YSK theory exam cost at Statens vegvesen?

The YSK theory test costs 480 kroner at Statens vegvesen (price from 1 February 2026) – see vegvesen.no for the current price. Issuing the competence certificate (code 95 on your licence) costs 270 kroner at a traffic station, or 160 kroner if you order online. The largest cost is still the course fee at the training provider – the 280- or 140-hour initial qualification, or the 35-hour periodic training.
